Major Dental Work for Toddler?

My son is 21 months old and just went to his first dentist. The dentist said he has hypoplasia enamel and will need 2 crowns and 3 fillings. Since he is so young, it was recommended that the dental work be done at a hospital under conscious sedation. Does this sound reasonable for a 21 month old?
