I am told from Xray that all 4 are impacted and need to be extracted. Your thoughts?

I agree. It does not seem like there is sufficient space for the teeth. The lower teeth are at angle where sometimes part of the tooth gets exposed to the oral environment, and this could lead to pericoronitis or even food impaction, with cavity formation on the adjacent teeth.
