Questionable partial bony

Yesterday I had my number 17 extracted and after insurance had to pay around $1,000 because it was deemed a partial bony. It felt fully erupted and in line height wise with the adjacent tooth. The procedure itself took all of 2 minutes literally. I am not convinced this tooth should have been considered a partial bony and feel I am being taken advantage of.

Unfamiliar with term bony extraction? Are they referring to the fact that the tooth might need some drilling of the bone to get it out?

I believe there might have be the need in many cases to cut the gum to drill part of the tooth out because in theory the partial bony is still covered by bone they did not have to cut my gum the tooth felt fully erupted in the procedure took literally 2 minutes

Did the dentist still bill the extraction as a partial bony even if there was no cut or drilling of the bone? If this is the case, it it something you should contact your insurance about, since this might be an indication of fraud.
