Also: is better to use oxygenated water alone of mixed with baking soda and brush?

For 1-2 mins for a week, but this must only be done occasionally. Personally, I wouldn't recommend it at all as it can often damage the enamel. Brush, floss and rinse your teeth regularly and apply a whitening strip for a week or two and you should be good! Hope this helps
