10 year old lateral incisor baby teeth hasn't fallen out

I took my 10 year old for her 6 month xrays and cleaning. Her usual dentist wasn't there and so she saw a different one. This dentist told us her baby tooth lateral incisors have not fallen out and that her permanent ones are just sitting there above inside the gums. He wanted us to sign papers to do 2 tooth extractions. I asked to hold off so I could look it up because her other dentist she sees every 6 months has never mentioned this. The new dentist said that he will now be my daughter's regular dentist. Do I sign the papers for the extractions or do I wait to see if they fall out since my daughter just turned 10? I can't find much on google about this.

How are her other teeth? Might be wiser to do these extractions after seeing an orthodontist for a full evaluation. More than one or two extractions might be indicated if there is a space problem.
