What are these?

Obviously I am not a Dentist, I'm a Pharmacist, but I have some of these in supplies in my possession and I have no idea what they are, or what then are used for.
They have ORMCO with numbers such as 801-2025 which are Orange. Can someone tell me what they are, as well as what they are used for? Almost look like they could be used for a needle sleeve.
