Fluoride is the only element that reacts with the minerals of the tooth to become an insoluble compound such as CaF2. Other halides such as Cl, Br, I reacts with the minerals to form soluble compounds meaning they will degrade. In essence, Fluoride will react with the tooth to form super strong mineral compounds resisting degradation especially from acids.
