Mouthwashes and Toothpaste?

I brush two to three times a day and floss daily. I still struggle with perio.

I have noticed that most of the mouthwashes and toothpastes that claim to kill germs and prevent gum disease show either nothing or Fluoride as the Active ingredient.
How can they do all this with no active ingredient? Do they do anything at all?
Would it be beneficial to change to a product that has triclosan or cetylpyridinium?
Recommendations?

A lot of times perio is also related to other systemic health issues. Are you on any other medication or do you have any systemic diseases, such as high bloodsugar etc.?

No high blood sugar etc. What medications could make a difference?
I just looked at about 30 mouthwashes. Crest Clinical has Cetylpyridinium Chloride .1% as the active ingredient. A double blind study showed that Cetylpyridinium was far more effective at killing bacteria than fluoride mouthwashes. I have just completed deep cleanings with laser gum therapy and am trying to get back on track.
