Dentist couldn't numb bad tooth

I tried to get an extraction but 5 shots couldn't numb the tooth. He wanted to open it up to give a shot to the tooth nerve but I said no way. I don't want to experience a drill on a bad tooth that isn't numb. He referred me to oral surgery but I'm trying to avoid that. I have a prescription for penicillin so if I take the antibiotic for 7 days will the tooth be able to go numb? any more alternatives?
