Deep cleaning needed? X-rays and intra oral pictures attached

I went to dentist for an exam for my tongue spot with general evaluation and they said they can't do normal cleaning and I need to do deep clean.

I have plaque buildup at tooth 31. But they said I need to get entire mouth deep cleaning.

Do I need to get second opinion from another dentist for deep cleaning?

And for the tongue spot, they said I need to referred to oral surgeon which I am waiting for the referral.

Does my x-rays indicate I need deep cleaning?
