Am I Being Up-charged?

Hi,
Took my son to our new dentist today. My son has 3 cavities that need to be filled. Fine. Included in the treatment plan was a charge of $75 per filling for "Application of desensitizing medicine."

I don't recall this ever being done in the past with any of my kids. Is this legit or should I politely say, "No, thank you."

Hoping they don't come back with, "This is office policy and not optional".

Please advise. Thank you.
